Follow the Dienstweg (chain of command): 1. Teacher, 2. Principal, 3. Parent Council, 4. Staatliches Schulamt (Regional School Authority).
Tips
Keep all communication in writing. If you jump straight to the Schulamt without talking to the Principal first, they will ignore your complaint and send it back.
